Conference Board of Church Location and Building (80206-FA-¶2500)
Add new ¶ as follows:
The Conference Board of Church Location and Building shall work with the District Board of Church Location and Building in church location or building projects that exceed $200,000. The conference and district boards shall give written approval to projects of the noted amount, and greater, before they can proceed. The board shall make sure legal details are in order (e.g. clear title to land, trust clause, contracts); review and approve land purchases, making sure they comply with local codes and Discipline requirements; review and approve building plans, making sure they meet local codes, Discipline requirements and are functional for ministry; review and approve the financial plan that’s needed to purchase property and/or build; look at buildings that are being purchased by a church, making sure the buildings are structurally sound, meet local codes, are handicapped accessible, and will not require costs that are prohibited by the local church making the purchase.
The membership of the Conference Board of Church Location and Building shall be composed of nine (9) members, nominated by the bishop’s cabinet and elected by the Annual Conference. When a member needs to be replaced between sessions of Annual Conference, the cabinet shall elect the replacement. The members shall include one member from the Conference Board of Trustees, an attorney, one district superintendent, four persons who work in the construction industry and two at-large persons who have building experience. The chairperson shall be nominated by the cabinet.
The Conference Board of Church Location and Building shall meet on call by a district superintendent who has a church that desires to purchase property or construct a building.
The Board shall submit a written response to the district superintendent, within ten (10) days, following a meeting with a local church Building Committee or Board of Trustees.
The Board shall adhere to responsibilities outlined for the District Board of Church Location and Building in The Book of Discipline. The same is true for Standards for the Approval of Building Proposals and Appeals of District Boards of Church Location and Building Decisions found in The Book of Discipline.
With us being a connectional church and having a trust clause in church deeds, the conference, not a district, could be liable for land and facilities that a local church can’t afford.
