¶ 202. The Function of the Local Church - The church of Jesus Christ exists in and for the world. It is primarily at the level of the charge consisting of one or more local
church churches that the church encounters the world. . . .
Historically, “Pastoral Charge” is used to connote local churches collaborating in ministry to a region. Pastoral charges link laity, clergy, and the annual conference in mutual ministry. Current language disparages congregations in shared ministry. This language places equal emphasis upon the role of charges in facilitating the formation of disciples.
