Amend ¶434 as follows:
¶ 434. Frequency-While the bishop ... The bishop and cabinet should work toward longer tenure in local church appointments to facilitate a more effective ministry. The normal term for a pastoral assignment shall be up to six years, provided the church is showing signs of stability and growth, including the payment of all apportionments; and provided a change of appointment has not been initiated by either the pastor or the committee on pastor-parish relations where the pastor is serving. This term may be extended by the bishop, in consultation with the cabinet and committee on pastor-parish relations where the pastor is serving.
This petition addresses the wide disparity of tenures among pastors, the high cost of pastoral moves, and the need for longer-term pastorates to facilitate a more effective ministry.
