The Petition is amended as follows:
  
Amend ¶ 35. Article IV as follows:
35 - The ordained ministerial clergy delegates to the General Conference and to the jurisdictional or central conference shall be elected by  and from the ordained ministerial  clergy members in full connection and shall be elected by the clergy members of the annual conference who are deacons and elders in full connection, associate members, and those probationary members and local pastors who have completed all of their educational requirements and have served a minimum of two years under appointment.
  
ENABLING LEGISLATION TO BE ADOPTED IN ANTICIPATION OF ABOVE CONSTITUTIONAL AMENDMENT
Amend ¶  316.6  
  
316.6 - The membership of local pastors under full-time and part-time appointment is in the annual conference where they shall have the right to vote on all matters except   constitutional amendments, and matters of ordination, character, and conference relations of clergy. Those who have completed all of their educational requirements and have served a minimum of two years under appointment shall have the right to vote on election of delegates to general, jurisdictional, or central conferences.  
Amend ¶ 318.5:
318.5 - Local pastors, except student local pastors, may serve on any board, commission, or committee with voice and vote, except on matters of clergy character, qualifications, status, and ordination, except the board of ordained ministry and the district committee on ordained ministry (¶ 634.1). When they have completed all of their educational requirements and have served a minimum of two years under appointment T they shall not be eligible to vote on or  but not serve as delegates to the general, jurisdictional, or central conference.  
Amend ¶ 321.1  
1. Associate members shall have a right to vote in the annual conference on all matters except the following: (a) constitutional amendments;  (b) election of delegates to the general and  jurisdictional or central conferences; (c)  (b) all matters of ordination, character, and conference relations of clergy.
Amend ¶ 327.2.:
327.2 - Probationary members shall have the right to vote in the annual conference on all matters except the following:
a) constitutional amendments;
b) election of delegates to the general and jurisdictional or central conferences 
c) all matters of ordination, character, and conference relations of clergy.
When they have completed all of their educational requirements and have served a minimum of two years under appointment shall have the right to vote on election of delegates to general, jurisdictional, or central conferences.
Amend ¶ 602.1:
b) Probationary clergy members shall have the right to vote in the annual conference on all matters except constitutional amendments, election of clergy delegates to the general and jurisdictional or central conferences and matters of ordination, character, and conference relations of clergy. When they have completed all of their educational requirements and have served a minimum of two years under appointment shall have the right to vote on election of delegates to general, jurisdictional, or central conferences.
  c) Associate and affiliate clergy members shall have the right to vote in the annual conference on all matters except constitutional amendments, election of clergy delegates to the general and jurisdictional or central conferences , and matters of ordination, character, and conference relations of clergy.
d) Affiliate clergy members shall have the right to vote in the annual conference on all matters except constitutional amendments, election of clergy delegates to the general and jurisdictional or central conferences, and matters of ordination, character, and conference relations of clergy.
d)  e)Full-time and part-time local pastors under appointment to a pastoral charge shall have the right to vote in the annual conference on all matters except constitutional amendments; election of delegates to the general and jurisdictional or central conferences unless they have completed all of their educational requirements; and matters of ordination, character, and conference relations of clergy.

The committee recommends to adopt the above.
